摘  要:结合库房管理规定和工作实践,提出了由库房容量、库房已存器材性质、器材存入对库房安全距离的影响程度、温湿度、库房地面电阻、避雷设施、保管费用、运输条件、防盗安全设施和周边环境条件等10项指标构成的库房优选评估体系。考虑到以往权重确立方法主观性和客观性结合不好的问题,采用改进熵权法确定各个指标的权重,利用模糊综合评价方法构建危险品库房评判模型,根据评价指标体系和评判模型,对电雷管入库的5个备选库房进行了综合评估,并做出优选决策。实例验证和工程实践应用表明,该评估体系能够比较全面地反映备选库房的优劣,优选模型用作库房选择作业是可行的。在具体实践中,宜重点考虑关于库房容量、库房已存器材性质、保管费用、温湿度等方面因素。Seeing the critical safety conditions due to hazardous goods warehouse and the current dissatisfactory evaluation system, this pa- per aims to make an investigation on the warehouse operations of haz- ardous goods by illustrating the storehouse selection criteria and pro- pose a storeroom selection model. To achieve our goal, we have first of all, made a thorough study of the storehouse supervision and con- trol regulations and the practical working experience so as to create an evaluation index framework of the selection according to the fuzzy op- timization with our analysis of the factors focusing the process of store- house selection. To be sure, the evaluation index framework includes the storeroom capacity, the kind of storage facilities, the cost involv- ing the goods storage, temperature and humidity, the condition of transportation, and so on. Secondly, we have worked out the weight of each element, having defined and arranged each dimension and factor in terms of their respective importance in regard to the connec- tion between the subjectivity and objectivity of the storage business and confirming the weight of index by improved entropy weight method. And, last of all, we have established an optimized store- house model by means of fuzzy comprehensive assessment. Via pro- viding useful suggestions on how to use the evaluation index and the optimized model, we have tried to adopt our model to evaluate five pre-selected electric detonators' storehouses of such goods. The fol- low- up exploration and engineering application prove that the opti- mization model is useful for the storehouse selection and the grades of pre-selected storehouses can be classified and examined comprehen- sively by the results of the actual use. Besides, storeroom capacity, the kind of storage facilities, the cost charged for keeping such goods, temperature and humidity should also be included into the most important items for carrying out such warehouse safety evaluation with the purpose of practical management.
