摘 要:中国传媒业人事管理体制改革,首先要改变传统观念,要树立人力资源第一的理念,克服官本位意识,强化服务观念,以人为本,变传统的人事管理为现代人力资源管理。党的十一届三中全会以后,传媒业改革演变成"事业单位、企业化经营"双轨制,已经不适应市场经济的发展要求,需要改革成独立传媒企业的单轨制,这是大势所趋,这是时代所向。传媒单位要真正成为独立企业,急需一批既有新闻专业知识,又兼具管理知识的经营管理者,即传媒职业经理人,这是传媒走向市场的必然要求。Ways to deepen the reforms of personnel management of China's media industry should include the followings: to change traditional ideas into the concept of human-resources first;to overcome the obstacles of rank consciousness and strength service orientation and human first;to transform the traditional management to modern management of human resources;to reform the double-track system of "public institution with enterprise management",which has been established since the Third Plenary Session of the 11th Central Committee of CPC,to the single-track system of "independent enterprise" so as to keep up with trend of the times.Besides,managers with journalism major and managerial knowledge,i.e.professional administrators are urgently needed for they are the foundation to ensure the "independent enterprise" of media to step into the market successfully.
