摘　　要：与其他出版物相比,网络出版物涉及的版权问题相对复杂。为保障缴送的网络出版物能够长期保存并合理提供利用,在进行相关的缴送制度设计时,应对版权问题予以充分考虑,规定保存图书馆享有解除技术保护措施权、复制权以及要求提供缴送内容支撑运行环境等权利,并对缴送网络出版物的利用范围、数量、目的、方式和时间做出明确具体的规定。Compared with other publications, online publications are relatively complex on copyright issues. In order to ensure the long-term preservation and appropriate use of the deposited publications, copyright issues should be fully considered during the legislation process. The legislation should entitle the deposit library to the right to copy, to remove the technical protection measures, and to obtain the operating environment of the deposited publications from publishers. Additionally, the provisions concerning the use range, quantity, purpose, manner and time of the deposited online publications should be clear and specific.
