国外网络出版物缴送政策对我国相关立法工作的启示

摘　　要：网络出版物的缴送与长期保存是文化遗产保护的重要组成部分,政策保障是网络出版物缴送工作顺利实施的关键。在解读国外网络出版物缴送立法的基础上,深入分析网络出版物缴送过程中的缴送范围、缴送方式、缴送时间、缴送格式、限制利用、缴送费用等实施细则,建议我国尽快将网络出版物纳入法定缴送范围,明确界定网络出版物的缴送范围及缴送主体,制定网络出版物缴送工作实施细则。The authors first interpret the foreign legislations about the legal deposit of online publications, and then analyze some important issues of impiementation, including the scope of deposit, the delivery of publications, the time of deposit, permitted actNities and the charge of the deposit. Then the paper proposes regulating the deposit of online publication by le^slation, clarificating the scope and depositor of online publication and making up the practi- cal details about online publication deposit.
