摘　　要：文章从现代农业自主创新体系的概念入手,结合天津市农业科技发展中存在的实际问题,提出了构建天津市现代农业自主创新体系的三个基本思路和由三个子系统组成的框架体系,并从整合资源提升创新能力、加强机制创新、增加投入力度和加强人才与创新团队建设等方面提出了保障措施。The concept of agricultural independent innovation system was analyzed in the paper. The practical problems in the development of agricultural science and technology in Tianjin City were pointed out. Then three basic ideas and three systems framework of Tianjin modern agricultural innovation were proposed. At the end, four suggestions of support measures were put forward, i.e. integrating resources to enhance the innovation capability, strengthening mechanism innovation, increasing investment and strengthening construction of innovative talents and team.
