摘　　要：农村社会保障与农用土地的生存保障不具有内在一致性,农地没有社会保障的功能。农地承担社会保障责任是功能越位的表现,导致农地资产资本功能的缺失。剥离农地的社会保障功能回归农地的资产资本功能具有紧迫性和可行性。要建立覆盖农村的社会保障机制、逐步消除农地身份性、实现农地的资产化运作和农地功能的归位。The rural social security and agricultural land＇s survival security don＇t need to have internal consistency.Agricultural land has nothing with social security functions.Farmers who take the responsibility of social security is a performance of function offside,which gives rise to the lack of capital assets function of agricultural land.Peeling agricultural land＇s social security function to capital assets function is the urgency and feasibility.It is need to establish mechanisms of social security to cover rural areas,eliminate the identity of agricultural land,achieve operation of assets of agricultural land and the homing of function of agricultural land.
