摘 要:一般认为,"非城市建设用地"是保障城市健康、可持续发展,实现城乡统筹和城市生态文明建设的重要因素。自20世纪90年代末以来,该命题引起了规划业界和学界的较多关注。然而,就目前的研究来看,还存在概念界定模糊、研究规范性差、规划成果实效性差等问题。有鉴于此,本文首先整理"非城市建设用地"的相关概念及其演变过程,梳理相关规划研究成果,从而对有关研究中的"非城市建设用地"的实质内涵有所把握。进而,通过借鉴若干国外非建设用地分类与规划管理经验,并结合我国即将实施的新版《城市用地分类与规划建设用地标准》,提出重新界定"非城市建设用地"的思路,指出应将其理解为具有某些共同属性"用地分类",用于有关的规划编制。最后,基于新版《城市用地分类与规划建设用地标准》,试对这类用地的规划控制方法提出若干建议。It is generally believed that the so- called "non-urban development land" is one of key factors to guarantee the healthy, sustainable and urban-rural balanced development. Since the 1990s, there have been endless discussions on the issue in the planning academic field, which raises some confusion on the concept, related researches and planning practices. In view of the situation, in this paper, the evolution of the changes in the concept of "non-urban development land" is reviewed and analyzed. Then, based on the international experiences on non-urban land control, as well as the new edition of "Code for classification of urban land use and planning standards of development land (GB 50137-2011)", the concept is re-clarified and redefined. It is debated that the concept should be understood as an assembly of land use with certain common features, instead of an independent study subject. In the last part of the paper, based on the GB 50137-2011, several approaches to plan and manage this kind of land are proposed.
