摘　　要：针对我国煤炭工业发展中存在的问题以及产业结构调整的需要,矿业权整合有其必要性,本文对矿业权整合的法律法规进行了分析,对矿业权整合的政策进行了梳理,指出在矿业权整合中应坚持私法本位、公益优先、程序正义、利益平衡的价值取向。For resolving the problems in the China＇s coal industry development and meeting the need of industrial restructuring,mining integration were necessary,this article analyses the laws,regulations and policies of the integration of mining rights,and point out that the legislation and policy-making of integration of mining rights should adhere to the value orientation of the private law-based,public priorities,procedural justice,the interests of balance in the mining integration.
