试论基层党组织的角色扮演——基于“一事一议”公民社会培养的目标追求

摘　　要：从2000年至今,"一事一议"已经运行十余年,它已基本完成了"减负"的目标。如今,它除了能为农村提供公共产品供给平台外,还承担起培养公民社会,为基层民主成长提供制度性基础的重任。由于基层党组织在农村建设中处于核心地位,因此"一事一议"要实现这一目标,必须要求基层党组织积极调整,找准角色,努力推动"一事一议"新目标的实现。It has been over 10 years since the adoption of ＂One Discussion for Each Case＂ mechanism in 2000. Its goal of burden alleviation has been basically fulfilled. Now, such mechanism is taking the heavy responsibility to construct civil society in addition to the task to provide public product supply platform for the rural areas. In order to realize the above targets, it is important for CPC organizations to adjust to the situation in the adoption of the mechanism as they play a significant role in rural construction.
