摘　　要：如何对待资本控制是人民币国际化进程中的核心问题。为总结他国资本开放的经验,回顾了部分发达国家和新兴经济体的资本项目自由化的过程,及发达国家资本控制的变化。阐述了新兴市场经济的资本项目自由化的进展,金融危机导致的政策逆转等问题。指出资本控制对中国资本账户开放是需要的。To treat the capital control is a core issue in the process of RMB internationalization. To learn experience of other countries＇ capital open, reviews are made on capital account liberalization process of developed countries and emerging economies, process of capital account liberalization in developed countries and changes of capital controls, progress of capital account liberalization in emerging markets, and the financial crisis leading to policy reversals. It is concluded that capital control is essential to capital account liberalization in China.
