摘　　要：由于英语中"官僚制"一词的复杂含义,历史上众多的专家学者从不同的角度给予其重视和研究,出现了官僚制研究的"理论丛林"现象,并对"官僚制"这个概念赋予强烈的感情色彩和难以把握的内涵。文章拟从民主和效率两种价值取向概括和分析与官僚制问题密切相关的理论。Due to the complicated meaning of the English word bureaucracy, many scholars have studies the meaning of the term Bureaucratic System from different perspectives and thus produced enormous variety of explanation of it, giving it emotional significance and indiscernible connotation. This paper attempts to make an analysis of the relevant theory of issues concerning bureaucratic system in terms of orientation of democracy and efficiency.
