林下产业的发展与新经济增长点的培育

摘　　要：运用产业经济学原理,考察分析林下产业特殊的形成和发展规律。认为：林下产业是林下资源的转化,是建立在林下多种生物链上的产业链群,是在政策、市场、规模、价格、林地、生态、技术、资金、人力等多元约束条件下,以期实现生态效益与产业效益最大化的绿色经济。分析了林下经济成为主导产业与经济增长点的经济学动因。建议进一步开展林下产业相关理论、政策与制度方面的研究,同时成立全国性的林下产业协调领导小组,制定全国性的促进林下产业发展的专门政策、规划。从克服制约因素、加强宏观调控、注重市场引导、延伸产业链、培育企业等方面提出了发展林下经济的对策。With the theory of industrial economics,the paper analyzed the special formation and the law of forest industry.It indicates that under-forest industry is the conversion of forest resources,is based on a variety of forest industry chain group on the food chain,is green economy industry in the context of policy,market,size,price,forest,ecology,technology,capital,manpower and other diverse constraints in order to achieve ecological benefits and maximize the benefits.Forest economy has become the economic drive for the leading industry and economic growth zone.Recommended further forest industry-related theory,policy and systems research,and established a national leading group for the coordination of the forest industry,to promote the planning of forest industry development policy.From overcoming the constraints,strengthen macro-control,market-oriented guide,extend the industrial chain,cultivating other aspects of the economic development of forest countermeasures.
