天保工程二期政策及相关问题解读

摘　　要：在总结了天保一期工程实施背景、范围及投入、主要政策及总投入、主要成效及突出问题的基础上,阐述了天保工程二期政策的形成过程及其必要性和重要性。介绍了天保工程二期的主要内容,包括实施期限、实施范围,指导思想、主要目标、主要任务、主要政策、资金投入和保障措施。特别是对主要政策进行了详细解读。对照一期工程,指出二期工程在地方配套资金投入、森林管护、社会保险和政策性支出等补助标准、中幼林抚育财政补助等方面有所突破。Based on the background,scope and investment,the main policy and the total investment,the main results and the outstanding issues of Phase I of Nature Forest Protection Program（NFPP）,the paper explains the formation process and the necessity and importance of Phase Ⅱ.Describes the main contents of Phase Ⅱ of Nature Forest Protetion Program,including the implementation period,scope,guiding principles,key objectives,major tasks,the main policy,capital investment and safeguard measures,especially for a detailed interpretation of the main policy.Compared with Phase I,it holds that Phase Ⅱ will have a breakthrough among local supporting investment,forest management and protection,social insurance and policy expenditures and other subsidies and policy standards,and other financial assistance in the young forest tending.
