摘　　要：《疫苗流通和预防接种管理条例》确立了第二类疫苗市场化的流通机制,并构建了一套疫苗流通接种的基本监管体系。但是,目前社会所预期的积极效果并没有完全发挥出来,各地疫苗安全事件仍不时发生。究其原因是政府监管不当、监管不力、权力寻租等问题。疫苗监管的完善应立足于"保障公民健康权"这一新愿景,秉持"宪政、善治"的新理念,坚持监管工作五大新原则,开创"精细化、信息化、动态化"的"社会管理新模式"。＂The vaccine circulation and vaccination management regulation ＂,established the second market circulation mechanism of the vaccine, and built up a set of vaccine inoculation basic supervision system of circulation. But at present the expected positive effects of social are not fully played out,vaccine safety incidents still happens occasionally .The reason is the lack of government regulation and supervision,improper power rent-seeking and other issues. The improvement of the vaccine supervision shall be based on the ＂protection of citizens＇ right to health＂ the new vision,uphold the ＂constitutional government,good governance＂, the new philosophy,adhere to the supervision work five new principles,to create a ＂refined, information, and dynamic＂and＂the new model of social management＂.
