摘 要:在电力市场环境下,无功服务是维持系统安全运行和保证有功交易顺利进行的一项重要的辅助服务,因此对无功电源的价值进行评估显得十分迫切。从无功电源拥有者的角度看,依据价值评估得到的无功出力和无功备用补偿能为其提供明确的市场信号去优化无功发电量。从电网管理者的角度看,无功电源的价值评估能为决策者提供无功电源的重要程度依据,并通过竞争的电价机制使系统安全和稳定最大化。为此,本文对7种无功电源的价值评估方法进行了分析,并按经济价值和安全价值对这些方法进行了分类,最后指出上述方法的优缺点。In the electrical market environment, reactive power support service is an important ancillary service to facilitate active power transactions and maintain the system security. So it is urgent to qualify reactive power sources. From the perspective of reactive power sources' owners, proper compensation of individual reactive power source's output and reserve obtained from valuation can provide a clear market signal for them to optimize reactive power generation. From the perspective of transmission administrators or operators, it is critical to recognize and capitalize on the varied importance of different reactive power sources so that the system security and stability can be maximized through a competitive pricing mechanism. In this paper, seven methods of evaluating the value of reactive power support service are presented. These methods may fall into two categories: security value and economy value of reactive power sources. Finally, both the properties and shortcomings of these methods are pointed out.
