基于第二次土地调查的城乡一体化地籍管理系统建设方法研究

摘　　要：第二次全国土地调查实现了城乡一体化的土地利用现状分类,规范了城乡土地调查的数学基础和数据库建设标准,形成了城镇地籍数据库与农村地籍数据库。在此基础上,本文分析了城乡一体化地籍管理系统实现的技术基础,提出了系统建设的技术路线,论述了工作流程和方法,研究了系统建设的关键技术,最后得出通过设置城镇范围内数据的打开和关闭功能建立城乡一体化地籍管理系统的方法是当前形势下比较理想的一种方法。The formation of cadastral database in city and countryside with the unified classification of land uses throughout the urban-rural areas, the regulation of mathematical foundation, and the establishment of database standardized have been realized and normalized by the second national of land survey. For this subject, the author has proposed a roadmap regarding to the systematic construction, the work of process, and the key technology throughout a techniques analysis to realize the integration of cadastral management urban and rural. He concluded that by the provision of a function of the opening and closing in the data of the range at the cities and the countryside in favor of establishing the system of the management of the ground register as a whole, this kind of methodology will be an ideal manner on the current situation
