邓小平与中国复关入世——兼论邓小平的行政法律思想

摘　　要：在中国复关入世的历史进程中,邓小平从中国社会发展和国际形势的战略出发,坚持维护国家主权,为复关入世奠定基本灵活务实的原则;科学处理了台湾问题,充分体现了邓小平的维护主权原则和建立、健全科学的行政法律体系等行政法律思想,为后WTO时代履行中国入世的政府承诺,严格依法行政,实现经济全球化条件下的政府职能最优化模式的改革,实践科学发展观奠定了坚实的基础。During the proceeding of the accession to GATT/WTO, Dong Xiaoping, from the tactic aspect of the China＇s social development and the international practice ,insists on the doctrine of the sovereignty for the accession to GATT/WTO to base the practical doctrine, deals with scientifically the matter of Taiwan, expresses the Dong Xiaoping＇s administrative legal thoughts of the maintenance sovereignty and establishment of the legal system of law and enhance the legal intendance for the base after WTO to carry out the China＇s commitment and to administer by law and to reform of the government optimization under the condition of the globalization and to practice the scientific development.
