新农村建设的路径探讨:主流观点与学理分析

摘　　要：随着研究和实践的深入,对新农村建设的关注已经由对新农村建设意义、内涵、特征等的一般分析逐渐转向了如何建设新农村的路径探讨。这些探讨主要集中在两个方向:在农村内部,主要是以土地制度和户籍制度为中心的制度改革;在农村外部,主要是如何发挥城市现代文明发动机的核心作用,辐射带动农村发展。同时,关于新农村建设中的农地制度改革、新农村建设与城市社区建设的关系、中小城市发展的作用和地位等方面的研究仍有待深化。The concern of new countryside construction has gradually shifted from the general analysis of its meaning, content, characteristics to the study on the path of how to construct new countryside with the in - depth study and practice. These discussions focus on two directions, namely, the reform of the land system and the household registration system is the study focus within the rural areas while how to play the role of modem urban civilization in order to radiate and drive rural development is the study focus outside of the rural areas. Meanwhile, the study on the agricultural land system reform, the relationship between the construction of new countryside and that of urban communities, and the role and status of the development of small and medium - sized cities is to be deepened.
