论政府公共危机预警的伦理责任

摘　　要：公共危机预警是"求真"、"求善"的统一,有着内在的伦理意蕴:尊重生命,以人为本;协调利益,宏扬正义;调解矛盾,维护公平。政府的使命及公共危机预警任务的艰巨性决定了政府必须以公共利益为旨归,承担起公共危机预警的伦理责任。然而,由于多种原因,政府公共危机预警难免陷入伦理困境。培育政府公共危机预警的伦理精神,走出伦理困境,将有利于政府更有效地进行公共危机预警,维护公共利益。The warning system of public crisis is the unity of ＂seeking truth＂ and ＂pursuing goodness＂,which implies its ethical principles of respecting for life and people-oriented aims,balancing different interests and promoting justice,reconciling conflict and maintaining fairness.The role and duty of government and the formidableness in the mission of the warning system demand the government to take the ethical responsibility of the warning system of public crisis,with the public interests as its aim.However,it is difficult for the government to avoid the ethical predicament because of various reasons.Cultivating the ethical spirit of the government in warning system of public crisis and assisting it out of the predicaments will be helpful for the government to practice the warning in public crisis and to protect the public interests.
