摘　　要：日本软件业寻求外包的企业增多,但因国际市场需求增长缓慢,中低端软件产品和服务外包业务附加值较低,市场风险较大,这对刚起步的中国IT服务外包业市场来说既是机遇又是挑战。剖析中日间软件开发的现状与需求,指出通过产业结构调整,可使这一新型服务产业良性发展,成为一个新的经济增长点。The Japanese companies seeking to outsource software industry are gradually increasing, but clue to slow growth of the international market demand, low-end software products and low value-added of services outsoureing, the larger reality of market risk still exists, which is just promoting the development of China＇s IT outsourcing industry, and this market is either an opportunity or a challenge. The paper analyzed the status quo and needs of software development in China and Japan, and pointed out that industrial restructuring will enable the sound development of this new service industry and make it become a new economic growth point.
