基于本体的电子政务公共数据平台的研究及应用

摘　　要：首先介绍了目前电子政务的发展现状,针对当前电子政务信息系统中存在的信息孤岛问题,提出了基于本体的电子政务公共数据平台的设计思想.它是在政府部门原有的各业务系统层面上搭建的一个高层应用平台,将各业务系统的异构数据集成应用,向下屏蔽各异构信息源异构性,向上提供数据集成基础服务,实现各种信息系统的互通互联和数据共享、数据的一致性.紧接着在此基础上构建了电子政务公共数据平台架构,然后介绍了电子政务本体构建的方法步骤和公共数据平台设计方法,最后介绍了电子政务公共数据平台的统一身份认证机制.This paper describes the current development status of e-government,e-government information system for the current existence of information silos and puts forward the thinking of designing an e-government public data platform based on ontology.It is at the government＇s original level of the business system that builds a high-level application platform for application of heterogeneous data management of each of the business system integration,down to shield the heterogeneity of heterogeneous information sources,and up to provide basic information services to achieve the interconnection of information systems,data sharing and data consistency.Then on this basis it builds a common data platform for e-government architecture,then describes the methods and steps of building an e-government body and the approach of designing a common data platform.Finally,it introduces a unified authentication mechanism for the common data platform of e-government.
