摘　　要：黑龙江省高新区经过十几年的发展,在全省经济社会发展的各方面起到了领头作用,为了更进一步加快高新区的建设,有必要运用科学系统的评价指标体系对高新区竞争力的强弱进行评价。在总结分析了国家科技部制定的高新区评价指标体系和多位学者对高新区评价指标体系的研究成果的基础上,结合评价指标体系的构建原则,构建出三层次模型框架的黑龙江省高新区竞争力评价指标体系,并且提出了高新区竞争力的评价方法。After ten years of development,High-tech Zone in Heilongjiang Province has played a leading role in all aspects of economic and social development.To further speed up the construction of high-tech zones,it needs to use the scientific system of appraisal index system to evaluate the strength of competition.This paper summarizes and analyzes the Ministry of Science and a number of scholars for the appraisal index system of high-tech zones,on the basis of research results,combined with the principles of appraisal index system,build a three-level model framework for the competitiveness evaluation index system,and proposed appraisal method.
