主体功能农业区域的粮食安全人地关系研究

摘　　要：基于主体功能背景下,构建了系统运行机制与指标体系,运用系统动力学仿真模拟,对农业区域的粮食安全人地关系进行研究,并实证研究了大荔县2005-2050年粮食安全条件下的人地系统演化。研究表明:1)技术进步、市场调节及政策调整是确保农业用地与粮食产量,推动农业主体功能实施的主要因素;人口与水资源是主体功能长远发展的制约因素,适当发展经济能够推进功能区的步伐,但是必须协调好之间的关系。2)大荔县粮食产量到2050年,比2005年翻了3倍,经济增长6.3倍,水资源共需求急剧下降,2050年0.62万m3,平均每年6.3%速度减少,随着人口、经济和粮食安全的共同作用下,水资源的压力会越来越大,必须提早高度重视水资源供需求。3)按照功能区的合理推进,预算年间人口容量有较大富余,合理农村人口随着科技进步,农业所需的劳动力越来越减少,随之城市化水平接近达到中等发达国家的水平,城乡基本达到平衡发展状态。4)功能区的顺利推进,必须政策性剩余人口的转移,重视水资源供需问题,运用技术提高粮食单产保障粮食安全,提高农民人均收入,进而功能区域人地关系和谐发展。Based on the context of the main function,this paper develops an operation mechanism of the main function of geographical,and reveals the food security of agricultural areas to study man-land relationship under the conditions of food security man-land system evolution of the Dali County 2005-2050.The results show that： ① Technological progress,market regulation and policy adjustment are three main factors to ensure that agricultural land and food production,and promote the implementation of the main function of agriculture;as population and long-term development of water resources are two main function of the constraints,so develop economy in approriatly is condauctive to the construction of the main function of geographical.However,it shoule be coordination of their relationship.②Food production and conomic growth levels in 2050 were 3 and 6.3 times in 2005 in Dali County,meanwhile,the demand of water resources were sharp drop in 0.62 m3 in 2050,with an average annual rate 6.3% reduction.It means that as the demographic,economic and food safe working together,the pressure of water demands increasing day by day,which should be attach great importance to water resources for early requirements.③With the rational development of the main function of geographical,estimate of population size have more years of surplus;as technology advances,more and reduce the agricultural labor force required,along with the level of urbanization close to the level of moderately developed countries,urban and rural basic to achieve balanced development of the state.④Functional areas the smooth progress of the remaining population must transfer policy,and pay more attention to issues of supply and water demand of water.In addition,that shoule be enhance grain yield ensure food security by using science technology,and improve per capita income of farmers as to harmonious development of man-land relationship in the main function of geographical.
