中部地区城市群利用外资态势及其困境摆脱

摘　　要：对中部城市群2002—2009年期间利用外资的总体状况如利用外资的规模、利用外资的方式、利用外资的结构（包括来源地结构和产业结构）进行分析，设计中部城市群利用外资效率和潜力动态综合评价指标体系，在说明理论模型的基础上，采用deap2．1软件，求解Malmquist指数的DEA模型，从中部城市群整体、中部城市群内部以及核心城市三个维度进行实证分析。结果表明，必须从中部城市群整体和六大城市群自身角度考虑，提高利用外资效率和潜力水平。Regarding the overall status of utilization of FDI of the central urban agglomerations during the period from 2002 to 2009： the scale, way, structure （including source structure and industrial structure）, this paper gives detailed analysis. Designing the dynamic comprehensive evaluation index system on the efficiency and potential of the utilization of FDI of the central urban agglomerations, on the basis of explaining the theoretical model, by using deap2.1 software to solve DEA-malmquist index model, this paper gives empirical analysis from three aspects： the central urban agglomerations as a whole, the six urban agglomerations as separate, the aspect of core cities. We should consider the central city and the six cities, and improve the efficiency of foreign capital using and the potential level.
