摘 要:以公共医疗服务与义务教育为例,既有的研究的最大特征是,其综合形成了以"财政干预"为核心的"财政古典主义"研究范式。该范式在对不均等的事实的认定方面以及财政工具干预方面积累了丰富的知识,但是其主要缺点是实践效果不理想。"新古典主义"的新范式实现了研究范式的创新。This article focuses on the issue of the equalization of basic public services. Using public health services and compulsory education as examples, the author believes the main feature of existing studies is that they have integrated to form the research paradigm called fiscally classical paradigm whose core is financial intervention. The paradigm is good at determining the status quo facts of inequality, and good at accumulation knowledge of fiscal intervention too. But its main drawback is that the practice is not ideal. Therefore, this paper raised a new paradigm which can be named as neo-classical paradigm in order,to achieve the innovation on research paradigm. A detailed statement of this new paradigm has presented; and meanwhile the author described an application-oriented policy framework for the improvement of policy outcomes. The author hopes to accelerate the shift of the transformation from the old to the new paradigm, and hopes more attention may be paid by other researchers to improve the new paradigm effectively, and also hopes to achieve better resuhs in policy practices.
