经济增速放缓对城乡居民的福利影响差异研究——以辽宁省14个地区为例

摘　　要：经济增速放缓往往导致居民消费增长率下降,进而给异质居民的福利带来差异化的不利影响。本文采用辽宁省1994—2007年不同层面数据系统量化经济增速下滑对异质居民的福利影响。研究表明,经济增速下滑的福利损失存在显著的城乡差异、地区差异以及地区内的城乡差异;无论是整体层面,还是地区层面,经济增速下滑给农村居民带来的福利损失都明显大于城镇居民。为减缓异质居民的福利损失并最终实现地区和城乡的和谐发展,政府制定政策时须考虑城乡差异、地区差异以及同一地区内的城乡差异,尤其需密切关注那些受经济增速下滑不利影响最大的欠发达地区农村居民的消费能力和消费预期变化。The decreasing of economic growth always leads the rate of resident＇s consumpation fall off,and then will take adverse impact on the welfare for Heterogeneous consumers.This paper discusses the welfare costs of decreasing of economic growth rate based on aggregate Liaoning province-level data,province-level urban and rural data,regional-level data and regional-level urban and rural data.The major findings are as follows： Firstly,the welfare costs of decreasing of Liaoning＇s economic growth rate are dramatically different between Liaoning＇s urban and rural area,among all the regions,between urban and rural area within every region.Secondly,the welfare costs of decreasing of Liaoning＇s economic growth rate based on province-level data which are overestimated are more than the average value of all results based on all regional data.Therefore,urban and rural differences,regional differences and urban and rural differences within every region should be taken into account when designing the relevant policies,in order to alleviate welfare costs of heterogeneous consumers and make the society on the track of harmony.
