农户参与农村公共服务供给模式研究

摘　　要：农村公共服务的单纯政府供给模式存在着决策机制不合理、筹资渠道单一、竞争机制缺失、供给结构失衡的制度缺陷,若想把财政"触角"有效延伸到最"末端"的农村公共服务之中、激活农村公共服务供给的"原动力",从单纯政府供给模式转向鼓励农户参与供给模式应该成为一种理性选择。为此,必须依托发达地区的经济社会条件、调整多重影响因素;必须采取健全农户参与供给的制度体系与运行机制、完善支撑农户参与供给的乡村治理、培育能强化农户参与合作供给的社会资本等有针对性的对策措施。Since the only pattern of government＇s offering public service in the countryside has defects in inappropriate policy-making mechanism and single way of fund raising; lack of competition mechanism; imbalance of the offering structure, if finance wants to extend itself to the farthest end of public service in the countryside to activate the original motive force of offering public service, it might be a reasonable choice to change the only pattern of government＇s offering to encouraging farmers＇ participation. Therefore, we should depend on economic and social conditions of developed areas and adjust various parameters ; we should adopt the system and operation mechanisms that aim to improve farmers＇ participation, perfect rural administration that supports farmers＇ participation and foster social capital that can encourage farmers＇ participation.
