摘　　要：顶层设计是对发展战略在时间、空间的展现形态和发展路线的整体设计,不仅取决于技术,更取决于理念,是战略意图和建设实践之间的"蓝图"。分析提出了适用于军队信息化建设顶层设计的能力分解方法、发展路线图方法、体系结构方法和风险矩阵方法,并对其进行了简要阐述。The top design is the manifestation of development strategy in time and space area,and also an overall design for development roadmap.It not only depends on technology but also ideas which make it as a blueprint between strategic intentions and practice.The ability decomposition methods,develop-ment roadmap methods,System of Systems（SoS） structure methods and Risk matrix methods which are appropriate for the top design of informatization construction in the military are described and analyzed.
