摘　　要：财务文化是影响财务管理工作的重要软环境。以中国石油西南油气田公司为例,对财务文化理念进行了解读,认为财务文化的核心是关注人和人的价值,渗透力在于开放和沟通,生命力在于不断创新,辐射力在于忠诚与担当,阐述了财务人员素质建设的内容,提出了财务文化指导下提升财务人员素质的途径,如以人为本、凝聚队伍人心,努力学习、提高综合能力,诚信为本、加强职业道德,转变思想、树立服务意识,讲求艺术、提升财务影响等。Culture is the important influence factor affecting financial management.Taking southwest oil company as an example,the idea of financial culture is analyzed.It considers that the core of financial culture is paying attention to person and person's value,penetration force is opening up and communication,vitality lies in constant innovation,and emissive power lies in loyalty and undertaking.It expounds the contents of financial personnel quality construction,and puts forward suggestions guided by financial culture to improve quality of financial personnel,such as human-orientated idea to unite the people,studying hard to improve comprehensive ability,stressing on good faith to strengthen professional ethics,changing idea to foster a sense of service and paying attention to art to improve financial effect,etc..
