摘　　要：《国家中长期教育改革和发展规划纲要》明确提出了"优先发展、育人为本"的发展方针,强调了教育的"育人"功能和教育公平,强调"有教无类",对培养各类优秀的社会主义建设人才、促进教育公平,具有重大意义。＂National medium-term and long term planfor education reform and development＂ clearly states the principle of priority development and cultivation-orientation,emphasized on education function,education equality and the sense of providing education for all people without discrimination,which is of great significance to cultivate various outstanding talents for sociaism building and to promote the equality in education.
