摘　　要：实例探究美国知识产权捐赠产生的深层动因,多角度解构这一技术转移模式的核心要素;在政策框架的梳理中,关注政策颁布之初正向效用不断聚集的状况;分析政策滥用的因素和情形,审视政策修订中的质疑立场及新法案预期;关注随后知识产权捐赠出现的回落,对政策轨迹演变中的问题进行反思,阐明发挥某些主体的角色作用,重构具可操作性的政策模式,以优化知识产权捐赠的政策体系。This paper explores the deep cause of the American intellectual property donation,and explains the core part of the technology transfer mode in multi-perspectives.It then pays attention to the positive effects of the promulgation in the policy framework.By analyzing the factors and situation concerning policy abuse,it reviews the doubted standpoints in the policy revision and the anticipation of the passing act.As the following trough＇s emergence,the problems in the policy evolvement are reflected.It tries to elaborate some party＇s role,and to reconstruct the policy executive maneuverability,so that the intellectual property donation policy system is optimized.
