摘　　要：目的 分析评价我国医疗机构分类管理政策的实施情况,为新医改背景下进一步发展医疗机构分类管理相关政策提供参考方法 采用规模数量、卫生总费用和弹性系数等指标,比较我国营利性和非营利性医疗机构及其服务能力现状结果 医疗机构分类管理政策在实施近9年后,2009年的非营利性医疗机构数是营利性医疗机构的2.5倍;其人员、配置、服务规模和效率等指标都远远超过后者;卫生总费用随着GDP的增加每年持续上涨,2009年卫生总费用约占GDP的5.13%,分类管理前后的卫生费用弹性系数变化不同,其自2007年开始迅速上升,在2009年达到1.60结论 医疗机构分类管理政策始终保证非营利性医疗机构的主导地位,促使营利性医疗机构不断发展,但是在宏观调控、公平竞争和政策改进等方面还需要完善.Objective To analyze and evaluate the implementation of current categorical management policy in order to provide reference for the new background of health reform. Methods The status between profit and non-profit medical institutions and their service ability were compared based on the national statistical data before and after categorical management policy of medical institutions with the indicators, such as number and scale, total health expenditure and elastic coefficient. Results After the policy for nearly nine years, the number of non-profit medical institutions was 2.5 times of profit medical institutions in 2009. The personnel, configuration, services, scale, efficiency and other indicators of non-profit medical institution far exceeded that for profit medical institutions. Total health expenditure continued to rise with the increase GDP which accounted for about 5.13% of GDP in 2009. The elastic coefficient of health expenditure was different before and after the implementation of the policy which increased rapidly since 2007 and reached 1.60 in 2009. Conclusion Categorical management policy has ensured the dominant position of non-profit medical institutions. It promoted the continuous development of profit medical institutions. However it needed to improve in macro-control, fair competition and policy improvements.
