摘　　要：近年来，随着互联网的迅速发展和普及，互联网及其形成的网络文化逐渐走进人们的学习、工作和生活之中，在推动经济社会发展，构建社会主义和谐社会和全面建设小康社会的进程中发挥了积极作用。另一方面，它在给人们带来巨大便利的同时，虚假信息的发布与急速传播以及电子商务诈骗等问题都增加了社会与经济健康运行的成本。目前我国网络行为的诚信水平还比较低，无论信息发布还是电子商务，亟须法律法规的规范，用诚信构筑网络文化安全是全社会的共同愿望和责任。In recent years,with the rapid development and popularization of the Interact,the Interact and the gradual formation of the Internet culture into people＇s learning, work and life,in promoting economic and social development,building a socialist harmonious society and the process of building a moderately prosperous society played an active role.On the other hand, it has brought great convenience to people at the same time,the release of false information and rapid communication and e-commerce fraud and other issues have increased the social and economic health of running costs.The integrity of the current level of network behavior in China is still relatively low,regardless of the information posted or e-commerce,laws and regulations of the urgent need to regulate,with integrity to build a network of cultural security is the common aspiration and responsibility of society as a whole.
