摘　　要：在公益性文献研究的基础上,对公益性的衡量主体及其本质进行分析、明确;在此基础上通过专家咨询法筛选指标、利用层次分析法确定权重,构建公立医院公益性评价体系;最后,结合评价体系就如何实现卫生服务公益性提出了一些措施建议。Based on the literatures about public welfare, the main measure and the essence of public welfare were analyzed. Screening index and determine the weight is carried out by Delphi and AHP. Finally, we tried to give some feasible advices on how to achieve public welfare of health services effectually.
