公共图书馆精神与高校图书馆对社会开放的现实意义

摘　　要：在公共图书馆的历史发展过程中,形成了现代公共图书馆精神。总结成简单的口号就是"平等、免费、无差别"。改革开放后,公共图书馆精神重新被提倡,并得到广泛认同。如今的公共图书馆全面免费开放,正是公共图书馆精神回归的体现。从本质上讲,高校图书馆和公共图书馆一样,都是公益性质,都是公共图书馆。只是高校图书馆的主要任务是为教学和科学研究服务,但也有义务向社会开放。由于资源有限、安全管理以及经济方面的困难,国内高校图书馆基本没有向社会开放,其根本原因是我国图书馆发展不平衡的现状造成的。The modem public library spirit, that is ＂equality and free＂ is formed in the development of history, and it is revitalized after the reform and opening in China and has been widely recognized. Today＇s the fact that the public library has been freely open to the society is just the embodiment of it sprit. Essentially, university library has the same function with the public ones in that they should both serve the public. While the major function of the university library is to serve for the teaching and scientific research in universities, it is obliged to open to the society. The underlying cause of its close to the society is the unbalanced development of libraries in China and some limitation in resources, security management and economic difficulties.
