城乡社会救助若干问题及化解路径——基于长沙市328份调查问卷

摘　　要：基于长沙市城乡社会救助体系建设情况的328份问卷调查结果表明,当前城乡社会救助存在社会救助政策的层次偏低、衔接不紧;城乡低保标准差距较大;城乡低保资金筹集方式存在差距;专项社会救助政策的效果还不明显;救助对象界定及动态管理缺乏有效方法;城乡救助体系一体化进展较慢;基层组织的社会救助工作职能未充分发挥等问题。因此,应切实加强农村社会救助工作;科学选择和规范救助方式与救助管理;完善部门协调和社会参与机制,形成救助合力;优化社会救助工作评估体系,加强队伍建设,以进一步发挥城乡社会救助体系对于改善民生、维护社会稳定、统筹社会经济发展的重要作用。Based on the survey of 328 questionnaires about urban-suburban social relief system of Changsha, this paper analyzes the limitations of policies on urban-suburban social relief system, and puts forwards that imposes the opportunity of Changsha＇s urban-rural integration, strengthens the legislation of local social relief system, which would coordinate the development, enhance the rural social relief work, measure scientifically the poverty line, standardize household survey methods, establish the mechanisms for natural growth, perfects management mechanism of social relief and job security, perfect information construction, consummate departmental coordination mechanism, foster social participation, promote evaluation system and the professional skills of the managers.
