摘　　要：搞好集中连片特困地区的扶贫开发工作是新时期扶贫开发工作的主战场与重中之重。文章主要研究了陕西建立国家级"陕北白于山区与陕南秦巴山区移民综合扶贫致富示范区"的重要意义,论证了其建立的可行性,并提出以移民为契机,来推动新型工业化、城镇化、农业现代化、环境生态化的同步建设。这是突破统筹城乡一体化发展瓶颈的一次有效尝试,是减贫避灾的创新性探索。The author ponders over the significant of building the national demonstration of poverty alleviation of emigrant in Baiyu mountain area and Qinling ＆ Bashan area, and proposes to set up the provincial system, do well in demonstration and planning for the project, achieve the support of the national government and start to demonstrate in small areas.
