摘　　要：人格问题是公共行政研究的中心议题之一。从公共行政思想史及国内外研究现状看,行政人及其人格即行政人格是公共行政研究的重要主题;从公共行政实践看,行政人格在公共行政及其理论研究中起着基础性作用,如果公共行政研究将官僚制作为中层的分析单位,那么"官僚"就是官僚制及其理论的微观基础或微观分析单位;从行政人格的性质来看,行政人格对于公共行政具有方法论意义,是公共行政研究的重要方法。Personality is the center of the study of public administration on the agenda. From the his- tory of public administration and the domestic and foreign research situation, administrative personality is the important theme of public administration research; From the practice of public administration, admin- istrative personality in public administration and its theory plays a fundamental role, if research on public administration will make the analysis of the bureaucracy for middle units, ＂bureaucracy＂ is the bureaucra- cy and theoretical micro basis or microscopic analysis unit; From the nature of the administrative personal- ity, administrative personality to public administration has the methodological significance, and it is the important method to public administration.
