探路城市社区管理体制改革——基于铜陵市铜官山区“区直管社区”的实践分析

摘　　要：社区是社会管理的基本单元,社区管理与服务的质量直接关系到亿万居民的切身利益。在加强和创新社会管理的背景下,如何创新城市社区管理体制,解决政府部门与社区关系不顺、职责不清、社区居委会行政化等问题成为现实发展的迫切需求。基于此,铜官山区撤销街道办事处,实行"区直管社区"综合体制改革为城市社区管理体制改革探索了新的发展路径。尤其是"一个核心三个体系"的社区组织架构有效地实现了政府行政管理与社区居民自治的有机衔接与良性互动,为此,笔者进一步提出社区管理体制改革是加强和创新社会管理的基石的论断。Community is the basic unit of social management and its service direct related billions of residents vital interests.Recently,along with the social transition,enterprises＇ reform and transformation of government functions,the community＇s work object and working contents have changed significantly,residents service demand become diversity,and the task of social management become more heavy.In order to suit for the requirement of city governance and social development.How to solve problems of confusing management,duty not clear and etc.become the city government new task.Therefore,repeal subdistrict office and implementing district straight community reform which in Tong Guanshan explored a new method to solve the predicament of city community management reform.The new organization structure efficiently implement the effective connection and positive interaction between the government administration and community autonomy.Above all,the author puts forward the reform of community management system is the foundation of strengthen and innovate social management.
