摘　　要：通过风险沟通使大众采取个人和群体预防行为,可以最大程度地减少因流感大流行引起的生命损失及对社会经济的影响。本文对县级流感大流行大众风险沟通计划制定指南的构成要素及注意事项进行解读,以期为县级制定相应指南和预案提供参考。Risk communication can make general public to take preventive behavior of individuals and groups and reduce the loss of life and socio-economic impact caused by influenza pandemic. In this paper, we interpret the matters need attention and elements of Guideline for Developing public risk communication preparedness plan at county levels against flu pandemic, in order to provide reference for developing appropriate guidelines at county level.
