摘　　要：2003年以来,我国疾病预防控制体系建设引起全社会关注。县级疾控机构存在人员严重超编、专业人员匮乏、经费投入不足、科室设置不合理等问题。主要成因包括"重医轻防"观念的影响,对疾病预防控制工作的认识有待提高,对疾控机构定位定性不清。建议建立公共卫生政府投入机制,明确疾控机构定性定位及职责,规范机构设置,加强人才建设。The society has attached great importance to disease prevention and control since 2003. For now, the preventing and controlling system in counties of China has problems like a lack of specialized officers and financial input, and the improper deployment of offices. To deal with these problems, the paper came up with following suggestions： to build fair government input mechanism, to ensure the nature and responsibility of disease preventing and controlling organizations, to standardize the deployment of organizations and strengthen the human resources enhancement.
