摘　　要：2007年为提升中国应对禽/人流感的能力,世界银行支持中国开展高致病性禽流感及人流感大流行防控能力建设项目。从2007年4月至2011年11月间卫生部和农业部合作,在全国选择了八个试点县,本着"将世界卫生组织在流感大流行准备和应对方面的国际理念转化为中国的实践"的宗旨,力争使试点县政府在应对重大传染病方面,逐步实现从事件撞击型向事前准备型的过渡。项目集中了全国最优秀的农业兽医和卫生系统的研究资源,为试点县政府提供了从风险评估到风险沟通和风险准备计划等多方面的技术支持。促进了国际国内最新流感大流行防控研究成果与中国本土基层政权建设结合,为中国县级政府理解和消化国际流感大流行防控理念,奠定了理论和实践的基础。To improve the response and preparedness capacity of Avian / Human in China, the China Capacity Building for Highly Pathogenic Avian Influenza （HPAI） Prevention and Human Influenza Pandemic Preparedness Project were supported by the World Bank in 2007. To transform international idea of response and preparedness for influenza pandemic from WHO to China practice,and make the grave infectious diseases response capacity of pilot counties transited from incidence response to preparedness, 8 pilot counties were selected and the project was carried out under the cooperation of Ministry of Health and Ministry of Agriculture of the People＇s Republic of China from April 2007 to September 2011. The most excellent veterinarians and research resources from agriculture and health systems were employed to provide the technical supports, including risk assessment, risk communication and risk response plan to the pilot counties. Eventually, the project will lay a theoretical and practical foundation for promoting the combination of the recent domestic and oversea research results for influenza pandemic prevention and control and China basic level building of political power, and make the county-level governments understand and assimilate the international ideal of influenza pandemic prevention and control.
