摘　　要：笔者在把农村劳动力非农就业类型分为本地非农就业和外出务工两种类型基础上,利用2009年河南农村住户和农民工监测调查数据,实证分析了产业发展、人力资本对农村劳动力非农就业的影响。研究发现,粮食种植与非农就业具有互补作用;非农产业发展对本地非农就业具有正向但较为微弱的影响;人力资本对农村劳动力非农就业具有显著影响。根据研究结果,我们提出加大粮食补贴、发展非农经济以及加强农村基础教育和职业技能培训等政策建议。Based on the the classification of the nonfarm employment of rural laborers into local nonfarm employment and nonlocal em- ployment, using the data of Henan rural residents and rural migrant workers in 2009, the authors empirically analyzed the impact of in- dustry development and human capital on non-agricultural employment of rural laborers. The following are the major discoveries ： grain planting is complementary to non-agricultural employment; the development of nonagricultural industries has passive but weak impact on local non-agricultural employment; human capital has significant influence on the non-agricultural employment of rural laborers. Ac- cording to the research results, the authors put forward the suggestions of increasing grain subsidy, developing non-agricuhural economy as welt as strengthening rural basic education and vocational skill training.
