青海大中型水库移民后期扶持资金问题研究

摘　　要：青海各大中型水库的建成发挥了巨大效益,有力地促进了国民经济和社会发展,水库移民为此做出了重大贡献。后期扶持政策对水库移民恢复生产生活起着至关重要的作用。现阶段后期扶持资金主要来源于三个方面,即国家专项拨款、收缴库区后期扶持基金和库区基金,这些资金全部用作移民生活补助和移民安置区基础设施项目的建设,并取得了一定的经济效益、社会效益和环境效益。但是由于政府、水库业主和移民自身等多方面的原因,水库移民后期扶持资金运行过程中存在诸多问题,如资金筹集规模小、渠道窄,资金缺口大;新老库区资金需求差距大,生活补助标准偏低;项目投资前缺规划,后少监管;生产项目扶持方式单一,投资结构不合理;资金使用"重投入、轻评价",缺乏效益评价指标体系等。本文将通过理论分析和研究,提出拓宽资金筹措渠道、规范资金使用和管理的具体措施。The establishment of the Large and Medium-sized Reservoirs in Qinghai has been achieved a lot which effectively promoted the country＇s economy and social development.Among these,the resettlement has made significant contribution.The post-resettlement support policies on recovery of production and living condition played a vital role.Currently,the Support Funds mainly come from three sources： State Grants,Post-support Fund and Reservoir Fund.These funds have been spent on the subsistence allowance of emigration and infrastructure of Resettlement area and have brought certain benefit to the economy,the society and also the environment.However,according to series reasons,such as the limits of the government,the owner of the reservoir and the migrants,the post-resettlement support fund is running with several problem,for example,small scale and limited channel of the fund,large gap between the demand and supply,the need from the old and new reservoirs;low living allowance standard;lack of planning before investment,short of supervision through the project.In addition to these,the problem also lays in not having enough way to support the project and unreasonable investment structure.Last but not least,stressing too much on investment while ignoring the evaluation of the effect,that is,the lack of Benefit Evaluation System.Taking the current status of Qinghai＇s large and medium-sized reservoir resettlement into account,this essay would try to propose specific measures on widening financing channels,regulating the use of the funds as well as its management.
