塔里木河流域未来环境水价的计量研究

摘　　要：把生态用水价值作为环境水价的价格形成机制和计价依据,基于不同生态环境保护目标,确定塔河流域环境水价的计价内容和方法,构建环境水价的计价模型和纳入农业水价中的环境水价调整模型。利用塔河流域的相关数据资料,基于上述模型,确定在维护生态环境用水目标下塔河流域环境水价为0.083 0元/m3;在恢复重建生态环境用水目标下环境水价为2.828 0元/m3;纳入农业水价的环境水价为0.026 1元/m3。提出了农业水价调整的农户承受力与水价补偿的问题及相关水权制度建设问题。The content and methods for the environmental water price in Tarim River Basin were determined based on different targets of ecological environmental protection by regarding the value of ecological environmental water as the basis for the formation mechanism and measurement of the environmental water price.A model for the environmental water price and the relevant model for the adjustment of the future agricultural water price were established.By means of the models and the relative data in Tarim River Basin,the environmental water price under the target of protecting the ecological environment was 0.083 0 Yuan per cubic meter,that under the target of restoring the ecological environment was 2.828 0 Yuan per cubic meter,ant that under the adjustment of future agricultural water price adjustment was 0.026 1 Yuan per cubic meter.The issues of the farmers＇ bearing capacity of the agricultural water price and its compensation and the formulation of the relevant water right system were proposed.
