循环经济活动的判定和支持原则——以A公司为例

摘　　要：国家对循环经济的发展十分重视,循环经济试点企业的申报和评审工作还将继续,但目前对循环经济活动的判定还不是很清楚。笔者以循环经济的内涵界定为基础,提出了循环经济活动的判定原则和优先支持原则,并以A公司为例,大大提高资源利用率的工艺改革活动以及冶炼设备的改造利用。尾气吸收装置的投入、废水的再利用等活动是循环经济活动,新产品的开发不一定是循环经济活动,如A公司铜粉的开发不是循环经济活动,同时指出铜渣、废水的循环利用、高砷烟尘的稳定处理等应是政府优先支持的循环经济活动。The circular economy＇ s developing has been paid much attention to and the evaluation of experi- mental enterprise of circular economy will be sustained, but the intension and the extension of that has been not clear. On the basis of the intension of circular economy, the judge principles and the preferential support ones have been put forward in the paper. In case of A company, the technology improvement which can greatly raise the resource＇s recovery ratio, the reusing activities of old equipment, the using of absorption equipment of tail gas, the reusing of the waste water and so on are circular economy activities, but the new product＇ s developing activities are not sure to be. For instance, the developing of copper powder is common economic activity but not circular one. The activities such as the reusing of copper flag, waste water and so on and the steady manipulation of smoke and dust should be oreferentially supported by government which contains a great quantity of arsenic.
