摘  要:逻辑框架法是一种常用的将项目的关键要素组合起来分析其间的因果关系与逻辑关系,从项目目标、目的的确定及相应保证措施来评价投资活动,为项目策划者和评价者提供一种分析思维框架,从而达到对项目进行清晰描述、得出明确结论之目的的评价方法。引入后评价中的前后对比和有无对比思想对常规的逻辑框架法进行改进,从而可以更为明确地反映项目预期指标的实现情况。以500 kV博罗输变电工程为例进行了实际应用,表明改进的逻辑框架法是一种有效的电网项目后评价方法,能发挥重要作用。The logical framework approach is a commonly- used evaluation approach which combines the key elements of the project to analyze the inner cause-and-effect and logical relationships. In this method, the investment activity is evaluated from the setting of project goals and the corresponding guarantee measures to provide an analytic thinking framework for the planner and the evaluator of the project so that the project can be clearly and precisely depicted and definite conclusions can be made. The conventional logical framework approach is improved by introduction of the afore- and afterward comparison and availability or non-availability comparison in the post-evaluation so that it can explicitly reflect realization of the expectation of the project. Application of the logical framework approach in the 500 kV Boluo Transmission Project demonstrates that the improved logical framework approach is an effective post-evaluation method, and it is able to play an essential role.
