摘　　要：社会资本不仅会影响到人力资本和智力资本的发展,更会影响到一个国家和地区的经济繁荣和社会的发展。社会资本的重要内容是社会的信任程度和信任范围。社会主义和谐社会的发展要求建构以诚信机制为核心的社会资本,要求行政体系注重诚信意识。当前,重构政府信用,必须加强制度建设,发展公民社会,塑造公共精神,完善社会资本,建立透明政府,以促成"善治"的形成。The social capital will not only affect the development of human capital and intellectual capital,but also influence the economic prosperity and social development of the whole country and region.The essential contents of social capital are the degree and the range of social credit.The development of a harmonious socialist society requires constructing the social capital regarding credit as the core mechanism,and requires administrative system putting great emphasis on credit consciousness.At present,in order to reconstruct the credit of local governments in China,it＇s necessary to strengthen institutional building,to develop the civil society,to shape public spirit,to consummate social capital,and to build transparent local governments.Thus,the ＂good governance＂ will be achieved.
