摘　　要：目的本文旨在从理论上探讨卫生检疫规程类标准定位(为合格评定程序)及在卫生检疫合格评定活动中的作用,确定规程类标准体系结构及编写原则,确定规程标准的基本要素内容,提出对已经发布的规程标准是否需要调整转化的建议。方法回顾现有卫生检疫标准的分类、发展及现状,在实际工作中发挥作用及存在问题,研究卫生检疫规程类标准的属性及定位,探讨调整必要性及紧迫性及过渡方案。结果目前所建立的卫生检疫行业标准体系就是合格评定程序,体现了规程类标准的制定编写的原则。结论现有标准体系基本能够体现规程类标准体系的要求,暂时不必要重新建立和调整卫生检疫规程类标准的结构。Objective To determine the structure and compiling principles of and basic elements as well as to give suggestions on whether adjustments are needed for published standards by exploring the orientaion of health quarantine standards theoritically and its role in confromity assessment.Methods Review current classification, development and status of health quarantine standards as well as its roles and existing problems in practical work, study the nature and orientation of health quarantine standards, and discuss the necessity and urgency of adjustment and a transition plan. Results The existing standard system is one kind of conformity assessment procedure, and can reflect the formulated principles of the professional codes. Conclusion The existing standard system can fundamentally reflect professional standards demands. It is unnecessary to formulate and adjust health quarantine satndards sturcture again at present.
