摘 要:长效激励机制是干部队伍管理的有效手段,旨在正确引导干部的工作动机,有效提升工作绩效,使组织目标与自身需要有机统一。乡镇领导干部是推动基层工作的骨干力量,是加强党的执政能力建设的直接实践者,也是发展低碳经济、建设低碳社会的基层领导核心。重新审视乡镇领导干部的动机与需求,分析当前乡镇领导干部激励机制面临的新情况、新问题,着力探寻合理有效的激励方法和手段,逐步建立长效激励机制,对于激发乡镇领导干部队伍的整体活力、工作热情等具有重要的现实意义。基于建立乡镇领导干部长效激励机制的必要性,分析了当前乡镇领导干部激励机制存在的问题及其原因,提出了建立乡镇领导干部长效激励机制的对策。Long-term effective incentives are an effective means of management of the primary-level of cadres.The purpose of establishing long-term effective incentives is the right motivation to guide the work of cadres,effectively improve their performance,and let organizational goals and their needs complement with each other.The primary-level of cadres is very important to promote rural community development,strengthen the Party's governance capability,enhance the development of low-carbon economy and build a primary-level leadership core of low-carbon society.It has important practical significance to re-examine the motives and needs of primary-level cadres,analyze the current incentive mechanism facing new situations and new problems and gradually establish long-term incentives to stimulate the primary-level of cadres.Based on the importance of establishing long-term effective incentives,the author analyzes the problems and their causes of the current incentive mechanism and proposes the countermeasures to establish the long-term incentive mechanism.
